Pepper arrived in Ramsay Street with Frazer Yeats as they looked for a place to stay. They presented themselves as a couple to fill vacancies in number 30 which were advertised by Ned Parker as the house emptied with the departure of Conner and Toadie.

Despite claiming to be in a relationship with Frazer it was quickly established that the pair were friends and nothing more. With time it was revealed that their romantic involvement was simply a ruse designed to encourage landlords to give them accommodation in an increasingly competitive market. Pepper had genuine feelings for Frazer but these were spurned despite plenty of effort on Pepper's part.
